Intensification of an existing direct access to restricted regional road R726 (80km/h speed limit, ~5,780 vehicles/day) where national road policy applies. Contrary to council policy to control access on restricted regional roads and to avoid additional/increased traffic on roads with speed limits >60km/h. Sets an undesirable precedent for further development.
Carlow County Development Plan 2015-2021 Sections 5.2.3 and 11.19.2; DoECLG 'Spatial Planning and National Roads - Guidelines for Planning Authorities' (Jan 2012) Section 2.5the policy of the planning authority will be to avoid the creation of any additional access point from new development or the generation of increased traffic from existing accesses to national roads to which speed limits greater the 60km/h apply.
Design
Design and external finishes of the retained timber chalet-style dwelling are not vernacular to the area. Out of character with the established pattern of development in terms of housing type, scale, materials, and building lines.
Carlow County Development Plan 2015-2021 Sections 2.7.3 and 2.7.8proposals should be designed to integrate successfully with existing pattern of development in terms of housing type, scale and details such as materials, finishes, building lines etc.
