The development will consist of the following and all associated site works and services: 1) Change of use of the existing ground and first floor from office to language school. 2) Internal modifications comprising of the following: 3) New wall construction for stair lobbies. 4) Subdivision of the ground floor reception room into an office and reception. 5) Enlarging existing door openings. 6) New disabled wc to the ground floor. 7) Construction of new doors to the ground and first floors. 8) Fire rating of the existing first floor. 9) New fire rated doors. 10) Connection to existing services and all associated site development works
For development at this site (c. 0.54 ha) in Harmony Row / Bank Place / Bindon Lane, Ennis. The development will consist of: 1. The demolition of existing derelict house structure and walls within the site and the construction of a new three-storey (over basement) retail store with a total gross floor area of c. 3,550 sqm. including ancillary uses comprising staff area, stockroom, plant rooms and other ancillary areas. 2. A separate sub-station building of c. 22 sqm. gross floor area, loading dock, delivery yard and new heavy goods vehicular entrance off Harmony Row. 3. Alterations and re-arrangement to the existing car park area serving the Bank of Ireland (Protected Structure) off Bindon Street / Bindon Lane. 4. Construction of a new public riverside pedestrian walkway from Bank Place to the existing pedestrian bridge over the river Fergus, connecting to the existing pedestrian path from Harmony Row including new ramps and steps, modifications to the walkway of the existing pedestrian bridge including modifications and additions to the existing ramps and steps in the Abbey Street public car park and modifications to the bridge stone wall at Bank Place. 5. All associated site works including site clearance, boundary treatment, associated external / public lighting, internal pathways, storage rooms, bin stores, hard and soft landscaping. The planning application is supported by a Natura Impact Statement (NIS).
To carry out the following development: The proposed works include for the following: a) Change of use from bar and restaurant to multi-use community spaces, exhibition and heritage space, tourism space, the retention of existing ground floor cafe & existing kitchen (over two floors) and the retention of bar licence; b) Addition of accessible platform lift internally to make all three floors accessible; c) Addition of a universally accessible toilet and changing places toilet to ground floor; d) Provision of storage internally: e) Stripping out of superficial decoration such as carpets, internal walls and ceiling fittings; f) Creation of 'Art Wall' on ground floor exterior onto Abbey Street in order to facilitate engagement with art in the public realm including digital display and projected media; g) Internal and external decoration; h) Signage externally. In accordance with the Habitats Directive, Appropriate Assessment Screening has been carried out on the project. An Environmental Impact Assessment (EIA) screening determination has been made and concludes that there is no real likelihood of significant effects on the environment arising from the proposed development and as such an EIA is not required. This development proposes works to a Protected Structure (RPS No.: 736 / NIAH No.: 2000141 as noted in the Clare County Development Plan 2023-2029 Volume 4 and that is part of a National Monument (No.170/ RMP CL033-082001 - Ennis Friary Complex)

For the change of use of the car park, granted under An Bord pleanala Reference no PL 03.245734 (Clare County Council Ref. No. P15/80, from a private car park limited to use for matches and authorised events associated with the existing Gaelic Athletic Association ground at Cusack Park (Condition no. 7 of An Bord pleanala Reference no. Pl 03.245734 to a commercial car park for use as a both long term and short term stay for members of the public, at The 'Cloister Site Abbey Street, Ennis, Co Clare. The application includes for the completion of associated site drainage surface dressing, landscaping works and the site entrance, which were previously granted under planning permission, An Bord Pleanala Reference no. PL 03.245734 (Clare Co Council Ref. no. P15/80) The proposed development is within and adjacent to a protected structure E35 and E36 and national monument no. CL033-082034. There are Natura 2000 sites within the vicinity of the development and therefore a habitate directive appropriate assessment screening has been carried out.
