Development will include: 1)Construction of a substation compound of approx. 2,850m2 gross area, with 2.6m high palisade fence around entire perimeter of substation, with the following electrical plant within the substation: 1No. prefabricated 38kV GIS module & foundation (c.31m2 & c.5.2m high); 1No. prefabricated MV GIS module & foundation (c.32m2 & c.4.7m high); 1No. prefabricated Control Room module & foundation (c.32m2 & c.4.7m high); 2No. 38/20kV 10 MVA transformers & assoc. bunds (c.15m2, c.4.5m high ea.); Telecommunication SCADA pole of c.10 metres in height; assoc. & ancillary outdoor electrical equipment & other apparatus, incl. installation of UGC; Internal access road of c.40m in length & c.5m wide within proposed substation; Compound lighting, boundary treatment, assoc. drainage, landscaping & all ancillary site development works; 2)Use of a portion of existing temporary road (c.200m in length) permitted as part of recent MSD Rathgall development (Planning Ref: 21/360 & 22/110) for permanent use to facilitate access to proposed substation; 3)Construction of new stone wall, fencing & gates at existing junction of temporary road with public road; 4)Construction of internal access road (c.140m in length) to proposed substation extending from existing temporary road on MSD lands to proposed substation; 5)Site clearance works related to proposed substation compound & access road incl. removal of existing shed, store building & flat at rear of former B&B (c.376m2 & c.7.3m high), asphalt concrete yard adjacent to shed, septic tank, associated manholes & pipework, trees & hedgerow over a distance of c.8m to facilitate construction of new internal access road, 6)Installation of c.1.3km of double-circuit 38kV UGC along R448 road between proposed substation & existing Carlow–Graigue 38kV OHL; 7)Installation of c.0.7km of single circuit 38kV UGC along R448 road between proposed substation & existing Carlow–Ballylinan 38kV OHL; 8)Installation of c.0.3km of 6 circuit MV UGC along R448 road between proposed substation & existing R448 roundabout; 9)Installation of new 12m high steel lattice mast on existing Carlow–Graigue 38kV OHL; 10)Replacement of existing timber poleset (IMP1395) with new 15m high steel lattice mast on existing Carlow–Ballylinan 38kV OHL - located in Co. Kildare. Application is accompanied by a Natura Impact Statement (NIS)

For development of a new Sterile Manufacturing Facility at the site of our existing biologics formulation and filling facility at Dublin Road, Pollerton Little and Oakpark, Carlow. The development comprises a total gross floor area of c.7,787sqm, including; (i) a new two-storey production building (c.7,641sqm and maximum height 18m) incorporating production suites, utilities, warehouse, workshops, laboratories, offices and plant rooms; (ii) a single storey MV electrical building (c.146sqm and maximum height 4.5m); (iii) an external utilities yard comprising; covered wasterwater management area, process waste tanks and sumps, process water storage tank, heat pumps, a new generator, an elevated pipe rack, and other miscellaneous pumps, plant and equipment; (iv) 85 no. new car parking spaces, and a new covered bicycle rack; (v) a temporary contractor's construction compound for the duration of the construction works; (vi) all associated permanent site development works, including; roads, paths, yards, underground services, and site landscaping. The extended utilisation of a temporary site access road from the existing roundabout on the R448 regional road; as permitted under Planning Permission Ref. 21/360, is being sought for the duration of the proposed construction works. An Environmental Impact Assessment Report (EIAR) and a Natura Impact Statement (NIS) have been prepared and will be submitted to the planning authority with the application

The works will include: (i) regrading of existing lamdscaped berms along the north eastern site boundary; (ii) creation of new landscaped berms on the eastern boundary of the site; (iii) installation of a temporary access road from existing roundabout on the R448 regional road to facilitate the site development works; (iv) all associated site development and landscaping works. A Natura Impact Statement (NIS) has been prepared and is submitted to the Planning Authority with the application.
